The first deadline for registration under REACH is approaching fast: registration dossiers for high-volume substances (> 1,000 tons p.a.) have to be submitted before December 1st, 2010. DyStar Colours as a leading producer and importer of textile dyes is playing an active role in both communication with the relevant authority, ECHA in Helsinki, and within the SIEFs.

Interview with Dr. Carsten Sowa
The pre-registration phase ended on December 1, 2008. Implementation of the REACH Regulation is moving onto the next stage. How will DyStar handle the forthcoming challenges?
DyStar completed pre-registration of all relevant chemicals on schedule. Pre-registration was undertaken for all our companies, both in the European Union and elsewhere. Since pre-registration is essential for the production of chemicals – and that means our products - in Europe and for importing chemicals into the EU, DyStar can offer its customers a reliable basis for planning and supply. We have kept our promise that we will remain a reliable partner in the future.

What is the next step? Has pre-registration overcome the key problems?
To be able to continuing marketing products in Europe, the next step will be prompt and successful registration of our chemicals on the basis of the defined production thresholds. Following pre-registration, we are now entering a phase where more detailed information on the chemical and toxicological properties of substances and preparations is required.
The registration requirements are high. What experience can DyStar offer?
DyStar is very well prepared. Besides, the requirements are not entirely new to us. As an extremely innovative company, we have extensive experience of ensuring compliance with a range of national and international chemical laws and registration requirements. Subsequent to the completion of the EINECS register in 1981, we have successfully developed, tested and registered a large number of new substances.
That means that we have a very good knowledge of the intrinsic properties of our dyes and auxiliaries. The REACH Regulation prescribes a range of investigations to establish the hazard potential of chemical substances throughout their lifecycle. We have tens of thousands of toxicological and eco-toxicological studies covering our entire product range. That makes us confident that we are very well-positioned, especially given our detailed knowledge of our chemicals and our experience of registration procedures.
Moreover, in recent years we have monitored the development of the REACH Regulation very carefully and have gained a good deal of experience with it by working closely with industry associations. We have also played an active role in developing an IT-based screening tool in conjunction with textile industry associations and the German Environment Agency. This tool can be used to assess the environmental impact of chemicals used by the textile finishing industry. Through our expertise we can give our customers the assurance of maximum reliability in planning and supply, extending beyond the pre-registration period.
Does REACH affect textile producers outside Europe as well?
REACH means that textile producers have far greater responsibility for all stages in their supply chain. Non-European manufacturers who export to the EU have to comply with REACH if they do not wish to put their business at risk. We offer our support to our customers worldwide. By using DyStar products our customers can help ensure that textiles imported into Europe are REACH-compliant.
How can DyStar support textile producers and retailers?
We have a very broad product offering, backed up by more than 150 years experience of textile dyes. We also have a very good knowledge of the applications of our products, which are now subject to registration. This detailed knowledge of chemical processes and their ecological and toxicological implications for our products is one of DyStar’s strengths. We make this knowledge available to our customers and business partners through our econfidence™ program. For example, we ensure that our products do not contain any substances that could prove critical with regard to Annex XIV of the REACH Regulation. REACH has made this small aspect of our extensive econfidence program a mandatory requirement – so we are well-prepared.
